Now this one is a beauty, you should open this link and really read the back peddaling the state is doing to weasel out of this mess...the only thing worse than these offenders? Are the people we pay to run interference for us..keep in mind these people are county funded and have pensions to choke a horse...when is enough enough? If I were a parent whose child was exposed to this? I would hold somebody's neck up to chop as an example...but the very system YOU PAY FOR exempts most of them from civil liability..

Last December, New York's Attorney General Andrew Cuomo announced that more than 3500 registered sex offenders had been purged from the social networking sites Facebook and MySpace in the state's first database sweep for sexual predators.
That's 3500 caught, convicted and registered sex offenders who'd actually used their real names when they signed up for a Facebook or MySpace page. That's not counting all the deviants that haven't yet been busted, pled to a lesser charge, had charges dropped, never registered their emails with their probation or parole officers, socially communicate using an alias, or live outside the Empire State. With that in mind, consider this sobering statistic: According to the Center for Sex Offender Management (CSOM), the average sex offender offends for 16 years before he's finally caught. In that time span, he has committed an average of 318 offenses and violated 110 victims.

Thousands of convicted sex offenders are evading state and federal authorities, congregating in regions thought to have lax enforcement, slipping back and forth to Mexico or disregarding laws on reporting their whereabouts.

As states and federal authorities stitch together a national system for overseeing America’s 700,000 convicted sex offenders, they face a sobering challenge: Locating the estimated 100,000 sex offenders who aren’t saying where they are.

State and local authorities, working with the U.S. Marshals Service, are conducting sex offender sweeps, checking old addresses and hunting down the absconds. Often times, officials say, the offenders are where they have been along – they’ve just fallen behind on paperwork. But sometimes not.

“They could be up to no good, stalking another child. You never know,” said Tom Henman, supervisory deputy U.S. marshal of the Child Predator Apprehension Team in the Arizona District. “Every arrest of a sex offender that we arrest is a good case for us.”

Henman and other U.S. Marshals have been busy. Since landmark federal sexual predator legislation passed in 2006, the agency has been tasked with helping local and state law enforcement locate these convicted offenders, who are required by state and local laws to report their whereabouts. The federal agency has supplemented state and local authorities nationwide by arresting 11,853 sex offenders through May 2010 for registration infractions, such as failing to register, or for moving without notifying authorities, according to data from the USMS Justice Detainee Information System. Frequently, these AWOL offenders had been convicted of crimes including rapes, child molestation or sodomy of a minor, the data show.

Scripps Howard News Service obtained the records under a Freedom of Information Act request, the first time they have been released to the media. The data shows:

-- The USMS is finding and arresting a larger number of off-the-grid sex offenders each year. In 2007, USMS agents arrested 2,221 on sex offender registration charges; this year they are on track to nab about 4,500.

-- States where the USMS has made the most AWOL sex offender arrests include Texas (1003), Ohio (851), California (776) and Florida (654).

-- Almost 1 out of 8 absconded sex offenders caught by the USMS had multiple warrants out for their arrest, some having dozens. David Martin and Dennis Hubbard, both arrested in West Virginia, were wanted on 35 warrants each.

The USMS work comes as the United States is approaching a population of one million sex offenders. America has added 100,000 registered sex offenders in the last three years according to records from the National Center for Missing and Exploited Children.

Kristen Anderson, director of the case analysis division at the National Center for Missing and Exploited Children, says that traditionally, one of law enforcement’s challenges has been oversight of sex offenders who move to different states.

“We have more than 18,000 law enforcement agencies in the United States,” said Anderson. When someone crosses over (to another jurisdiction), what are the communications between those agencies? That’s one of the things I’ve really seen improve, especially over the last five years,” she said. “We all have to talk to each other.”

The Marshals Service is taking several steps to beef up its efforts to hunt down AWOL sex offenders. By year’s end, 100 full-time USMS agents will investigate sex offenders – a tripling over the course of the year, according to Derrick Driscoll, Chief Inspector of the Investigative Operations Division, Sex Offender Investigations Branch.

U.S. Marshals are also making better use of existing law enforcement data, including the FBI’s National Crime Information Center records. According to John Feeney of the National Sex Offender Targeting Center, the Marshals Service began receiving daily updates from the FBI’s sex offender records in May. Prior to that, the USMS had access to the data, but not in real time.

However, even when sex offenders are registered on paper, that doesn’t mean they are telling the truth. Eric Anderson, the Arizona-based deputy U.S. marshal, says many sex offenders are lying about their whereabouts.

“We have so many people that register as homeless,” he says. “But you're seeing people registering homeless when they have gold chains, nice clothes, and are well groomed. You know they're not homeless.”

Sex offenders from around the country flock to New Mexico, Arizona and Southern California, in hopes they can slip unnoticed into Mexico, Anderson said. Other destinations for offenders trying to evade law enforcement include Michigan and Washington state, close to Canada.

“Those are magnets for sex offenders,” Anderson said of the five states.

Sex offenders take advantage of the fact that different states have laws with varying degrees of sex offender oversight, said Scott Matson,



Senior Policy Advisor at the U.S. Department of Justice’s Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking. “Offenders are shopping around for jurisdictions where they may have less requirements,” he said.

Matson’s office is working with states and territories to help implement uniform oversight of sex offenders. The Adam Walsh Act passed in 2006 requires out of state offenders to register within three business days. But as of September 2010, only four states – Florida, Ohio, Delaware and South Dakota– and two sets of Indian tribes had implemented the federal rules for registering sex offenders.

Arizona gives up to 10 days, said Anderson, of the Marshals Service. Out-of-state sex offenders take advantage of this, by perpetually travelling between states, staying for a few days and leaving before they are required to register, Anderson said.

These guys are dangerous,” Anderson said. “They have a sexual appetite that can only be satisfied by going after who they deem to be sexually arousing – such as kids, minors, toddlers, infants – and doing it by rape. When they want sex, they want it then.”

Case in point is Lester Blackbear, 53, who was convicted of four rapes and is a suspect in a 1983 rape/murder in Oklahoma, according to Eric Anderson, a Deputy U.S. marshal based in Arizona, which has 588 out-of-compliance sex offenders.

Blackbear slipped out of Oklahoma several years ago, Anderson said. He came to Phoenix, perhaps by 2007. While there, Blackbear flew under the radar. He slept in parks. He frequented flophouses and was even taken in by an unsuspecting family. He kept away from riding buses, which might have netted clues for authorities, Anderson said.

But the Marshals Service received a tip that Blackbear might be in Phoenix, and on May 18, Anderson arrested Blackbear. He’s been returned to Oklahoma, where he has been questioned in the 1983 rape/murder.

1) Sex Offenders and their advocates swear to high heaven a "failure to Register" is because Offenders cant find Housing! Yea Right! Any offender who cannot comply with walking into a police station to let them know they are there, is doing alot more than "failing to register" this charge is much more harmful to the public than offenders want you to believe, so the next time to you it listed on their flyer? Be especially leery of them.

2) Offenders slipping back and forth into Mexico? You can bank these offenders arent "homegrown" ..Thanks Homeland Security!

3) Offender shopping, hate to be the one who told you so, but this one makes my point even more so than others, Jurisdictions with laxer residency restrictions, less oversight draw the most dangerous offenders.

4) States who allow an offender to list their address as "transient"? are just plain lazy and have thrown their citizens to the wolves!!!!!!!!!Thanks Florida!!!!!!idiots

From the usual run of the mill troll offenders who interject their tired and outdated contributions to Public forums "trying to convince the general public, They really are just average guys" to whom I think was some kind of "expert in the sex offender field" his name is Steven in the forum. I thought he was a decent guy and played "devils' advocate"..too bad some of the very people he was advocating for "didnt contribute to their own cause" with a few post..especially if one knew their "criminal histories"..ahh but I digress..enjoy...

Day after day. I read and watch how LE bitches and moans about being over-worked, understaffed and under funded..Then I go on to read about the Police Unions demanding more money, cost of living increases and better pensions. I read about the funding of various Department of Justice grants given to LE to help fight crime. And for the life of me I cant figure out how we can continue to fund these request and not "stop the bleeding" at the front door (Arrest). At this juncture DNA testing (at least here in Broward) is done on Conviction, how much money and how many hoops does one state have to jump thru before they realize they are chasing their tails? Think about it? How many detention officers, jails, pre-trial hearings, Probation officers, detention overhead, victim advocacy offices, sex crime units do we have to pay for to revolve the same guy thru the system over and over only to have him pleaded down and released all the while having three victims under his belt because we don't have the will to "connect the dots" earlier? I find this past "INSANE". In the big picture? I would gladly give most of my LE departments MORE money with less bodies if a more efficient way of dealing with these bad guys were on the table. You have to wonder who is blocking this aspect of funding..something tells me its the lawyers...

Now she is a victim with a philosophy



Lynda Martin is obviously introverted this am and eludes to the social commentary about "people refusing to acknowledge other points of views" she is surprised that others would admonish her article (Interviews with Four sexual predators) and lumps Conservatives, Gay bashers,Obama dissenters and forgot who else and uses the term "Lunatic fringe" in the same paragraph. She sprinkles a few memorable quotes from Martin Luther King, Albert Camus and Aesop to validate her post for good measure.(I always love when they do that) It looks like they want to appear more enlightened than they actually are and whats better to insert in one's opinion but famous quotes from famous dead people??? I am sure Lynda M. Martin is not a bad person and some of her writings have some very valid opinions and observations that one would be hard pressed to disagree with. Many others, I doubt.. and when those public writings have an impact on people looking for "truths" and or information on a very real very dangerous social issue? Then admonishment is called for.The fact she doesn't respond well to dissent on her views is as obvious as it gets by this latest version of her "There are two sides to every question" piece. Where She and I differ is I would have titled "there are two sides to every argument and the truth most likely is in the middle"..MMartin is a liberal who lives in a world in which she wants it to be" and thinks policy should reflect that perception. ""liberals have a pesky habit of that" "I live in a world in which it is and am very speculative of policies that don't reflect that" MMartin is very disturbed and makes mention of it that her e-mail box has been on fire since her Predator article "some even threatening" OH MY!!! well Ms. Lynda I sent you one e-mail and that was a reply to your article that you refused to post and there was nothing threatening in it. Try living as one of the "in the trenches" real child advocates (without fancy credentials) who attempts to clean up their neighborhoods as you precious LE "sources" keeps dumping them in and hopes the neighbors don't notice or make noise about it so they don't have to do more paperwork. Try violating a violent offender who was dropped in your neighborhood again because the PO didn't check the "residency restrictions" before she gave the ok and the rent was doable. Try calling down police chief's in your city because they couldn't be bothered to notify the surrounding neighbors that a convicted Predator with a horrendous history just moved in (as they are required to do by law).Try understanding how a guy who served less than 2/3 of his original sentence for kidnapping and rape can be free to walk the streets and be "released from supervision" Try walking in those shoes for one lousy day when a person like myself has to position herself between the bad guys and the cops who resent you when you demand they enforce the most basic of Laws that have already been written with the Blood of our kids. Why write a piece on any subject unless you want the reader to infer something from it??? You had no problem making a general statement then interjecting your opinion as if it were fact. You might want to dissect your writing skills in that area, just a thought..
"Skewed agenda"? There is absolutely nothing "skewed about it" I resent persons as yourself who write on a piece that is obviously a draw for parents seeking some semblance of understanding on this issue then downplay the very "real dangers" of what these people perpetrate on our families everyday. You titled your series "Interviews with four convicted sexual predators", then prefaced it with a resume' that attempted imply some sort of higher education in the field of "credentialed abuse expert" (That was skewed), then you proceeded to use less than accurate statistics that didn't encompass the full scope of sexual crimes, (that was skewed).

Education Lynda? Surely you jest, educating people would to have included that while some offenders "romeos" have an almost 0% of reoffense rate, other offenders with child preferences of certain ages have a 100% reoffense rate (multiple victims Lynda) It was if you downplayed that very real and dangerous aspect of who these people are and what they are capable of. That was skewed! Your article wanted to infer most abuse was an "all in the family" sitcom and as long as we didn't leave our kids in "strange Uncle Harry's care" we didn't have that much to worry about! That was skewed Lynda! Then your entire site degenerated into a bitch session for sex offender groups who want to try and convince the average reader "they really aren't bad guys" and got wrangled by a dysfunctional legal system! Talk about skewed! For those of us who have been bantering on this issue for years, we can spot those groups in 3 post or less, they gravitate towards forums as yours and try and pass themselves off as " soccermother1934" c'mon,yea,she is  just an average mother who appreciates your depth of understanding to sex offenders and the trails and tribulations they endure, while bashing the laws that pertain to them. Lets leave it at this, I have four offenders "allowed" to live on my street, one convicted years ago for having consensual sex with his underage girlfriend who is now his wife, #2 offender has two rape convictions for blitzing a 12 year old girl at a bus stop and almost beating her to death while raping her, the other charge for breaking into his girlfriends mother house and raping her. A third rape charge was dismissed due to lost DNA evidence and a victim afraid to testify.#3 is a Cuban national who floated onto our shores who kidnapped an adult woman, raped and robbed her, but cant be deported due to "no formal extridition treaties with Cuba and since his victim wasnt a minor has no residency restrictions.#4 committed his crime of sexually molesting his 10 year old nephew in Missouri but liked the beaches better in Florida and ends up in my neighborhood I am suppose to accomadate his choice to live here. Now if the system cant see its way clear to keep offender #2 locked up and away from my family,Deport #3 to Guitmo, refuse #4 offenders request to set up residence in Florida, how much credence do you want me to place in that system while you jump up and down for more lenient individual compassions for "certain offenders"? When and only when the system quits throwing the offenders to a wall and watches to see what sticks and what falls, will I have a diplomatic view of these crimes and those who commits them.

If I didn’t respond as quickly as you thought I should its because some of us have real jobs, supporting those who collect their disability and advocate they are all "Romeos" on line. You seem very obsessed on "credentials", I am curious? If a victim came on your site and posted a difference of opinion, would you discount their opinion due to "credentials"? After our last tit for tat, I ventured onto some of your other writings, one was heartfelt, compassionate and showed the true atrocities of this issue, I was left thinking? Is this the same writer? It was a great article."give credit where credit is due"..some of your posters above love to make me "flavor of the month" of bad guys, Thats ok, I am a big girl and can weather it. But what your collection of offenders have never understood is, I have been an unwavering catalyst to help pass those "Romeo Laws in Florida" . Think about it, thats been the over-riding comeback from offenders who "got tangled in consensual underage sex that destroyed their lives" right? Well I pushed and pushed for that exclusion, legislator’s dont take offenders recommendations, so I took it for them. I pushed for 5 years but Florida gave us 4, (so tell the above group if you make the list in Florida now? You can’t blame anyone but yourself! The next piece of legislation is the ability for a non-violent offender (like the Existing Romeos) to petition OFF the Registry NOW and make it affordable! I have made no secret that 20,25-30 years on a "list" for a conviction that "we are no longer prosecuting" is barbaric. Sex offender Issues has the uncanny ability to "bite the hand that in some cases advocates for them". They also align themselves shoulder to shoulder with anyone who has sex offender status, regardless of their crimes..thats why they are ineffective and their site is mostly just a moan session.My "Credentials" are as follows: Initially, I was an outraged, offender under every rock, disgusted taxpayer who had a “kill them all” mentality. Years of interaction, dialogue, observations of the various systems and research has educated me into realizing that as atrocious as offenders crimes are, the very systems we pay to put in place can be just as offensive to the very people they are suppose to protect. As far as Dr. Levenson is concerned. I have followed her work. The fact that she is mostly state funded is pure theft to me. What has she “really done” for the plight of concerned citizens or the offenders themselves? Offenders hold her up as some kind of “shining advocate for them”. Oh she shows up at various task force meetings on the issue, but she aligns herself with the ACLU who threatens litigation at every turn and (irritates the people with the true power in the first thirty minutes) so at the end of the day, she doesn’t actually accomplish anything. This “highly credentialed” woman should have seen the trends changing in this state, she should have anticipated budgets, changing immigration patterns, Interstate compact law, Judicial and Correctional breakdowns, that effect families and offenders. Her only solution is to fit 10lbs. of offenders in a 1 lb. bag by lowering restrictions. People are not going for that. You have to wonder Immartin, if people were really staying on top of this issue, I wonder if all the restrictions being meted out would be necessary in the first place? Oh and lets get something right out on the table- I maintained a very cool head with Mr. Weeks, the next offender who approaches me in the same manner? Wont be nearly so lucky.

Lynda M. Martin

Some of my child advocate friends forwarded a link to a series done by a writer by the name of Lynda M. Martin. She is doing a profile on various sex offenders and I assume she is looking for what makes them tick. But in her efforts she is very empathetic to offenders and their plights as the issue relates to "what constitutes" a sex offender. Some of her writings seem on target in a generic sort of way, others came across as a push for more lenient legislation concerning these people. I think we all know any aspects of legislation usually need fine tuning as they are put into practice, but the overwhelming message Lynda M. Martin seemed to impart was "most of these guys are harmless" and the public shouldn't react as they do. In this day and age when you count the number of brutal sexual violations against our women and children it amazes me this "writer" would downplay the heinousness of these crimes and the people who perpetrate them. Lynda M. Martin used "not so quite correct stats" that were skewed with other not so dependable variables to paint a picture of this issue that to a parent could have dangerous implications if taken for full truths. In all my years of researching and reaching out to people who I beg to lean on the more cautious side of the coin, I left Lynda Martins blog thinking she should throw most of that caution to the wind. Her expose' tries to leave the general impression she is a brave soul who ventured into this arena. Confronting sex offenders with child victims , I liken to shooting fish in a barrel..they go after children due to the fact they are basically cowards and don't have the ability to deal with another adult in a healthy, legal, responsible manner. So she gains no kudos from me on that.
Ahh but I digress, after this article was forwarded I ventured on. registered, read it, read it again and called her down on what I thought was a dangerous stance ..Lynda M. Martin didn't like that, she obviously didn't like many other posters responses either and refused to post many who were back-mailed to me.
So whats the bottom line, She disliked my comments to the extent she allowed convicted sex offenders to post my name, picture and the address of this blog on her comment sections..now in the big picture I am way over having my privacy invaded by these poor excuses for DNA and the fact I blog about these offenders comes with the territory..I can bank on offenders impersonating me, insulting me, heck even threatening me, but this Lynda M. Martin is suppose to be a published writer, victim advocate and she has a long list of self proclaimed accolades she prefaces herself under..she is also in complete control of her hub and what is published on it...I can only assume at this point someone very close to her has found themselves with sex offender status or she is just a vindictive, nasty, self righteous, doesn't play well with others, media whore who will stoop to any level to gain affirmation from various sex offender groups and or their advocates...who by the way, seem to be her new best friends..

Recently an activist by the name of Barbara Farris was arrested for the charge of "menacing". I have not been able to find out the details of this arrest so I will impart my scenario of what most likely happened. Convicted sex offenders are banning together in an attempt to financially hurt those who are the most outspoken against them. Somehow I see this "menacing" accusation as being just that, will no real foundation behind it. But knowing the legal system as I do, it can be expensive and time consuming to defend yourself against charges no matter how bogus they might be. Thats the beauty about sex offenders, they are as predictable as x-lax when it comes to lying or bending the truth. But I digress, for activist out there if the SO's want to play down and dirty with the justice system, it might be time to play back. If you find a convicted sex offender "loitering" with his pants unzipped, I highly recommend you call 911 ASAP and report it. Keep your camera phones on the ready if you spot a SO in the vicinity of a park, playground, church with daycare or any other places where children congregate...remember a photo or video is as good as a cop seeing it. Good luck out there and dont give up the fight..and dont forget about Barbara she needs us more than ever..

Dave Aronberg is dangerous to Florida's Families

Aronberg has some mission page to try and connect with voters that just doesnt quite jive with his actions on the Floor. He was the only Senator that tried to shove repealed sex offender residency restrictions down the throats of Florida's families. Think about it? You want this guy as Florida's AG? I dont think so! Aronberg seems to have turned out to be the worst of A political full time candidate, constantly on the rung trying to grab more and more power and taking more and more from Florida's families...He brags about who is endorsing him in his political aspirations and trust me, they are NO ENDORSEMENT..Elenore Sobel is in the same mindset and "no action" club as Aronberg, her claim to fame? Tanning beds..yep I lose sleep over that one everynite Elenore...Its bad enough I have candidates like Aronberg and Sobel sucking the lifeblood out of Florida on a daily basis but when some jerk like Aronberg wants to repeal restrictions for those who have no qualms about chewing our children up and spitting them out..its time to vote him and his endorsers out the door..

I have tried my best

I have tried to be fair and balanced on this issue...and its not working. It becomes more obvious to me everyday that a tougher, harsher stand must be taken against those who feed off our women and children. I reached out to others on both sides of the fence and everyday the crimes get worse and worse with less and less justice afforded to the Victims.
Put a fork in me..I have taken the heat from all parties involved and have officially decided there is no middle ground on this issue. I kept at arms length groups who I thought were too extreme on either side of this issue. No more..I wanted access to Legislators, Law Enforcement and the judicial system without them precieving me as too radical. Well the play is out of the Pup and I see now there is no middle ground to be had. I thought I would be more effective fighting for issues that effected my State and I still do, because those are the issues I have educated myself on. But for every foot gained we are loosing two...its time to get down and dirty on these crimes and the people who commit them..
