The mom who ran this unlicenced daycare should also be held responsible. I'm sure she knew her kid was troubled. That poor little girl is going to have anxiety, ptsd and other crap because of this creep. No excuse. ...
And just how would the registry have helped in this case? This kid has no prior sex crime arrests.

Obviously the "registry" would have been "moot" due to the freak not being listed, its the "NEXT" victim, once this deviant is released back into society (and he will be released) that needs a fighting chance.
With a recidivism rate of 3%, I tend to doubt it. Sure, some people cannot be fixed and sex crimes will never be eliminated, but the registry is not the reason why. 95-97% of sex assaults occur by someone NOT registered. That's 9.5-9.7 out of 10.
Dont even bother coming back to this blog if you insist on using a 3% recidivism rate- we KNOW BETTER and I wont let you perpetrate here. The majority of first time registrants are 31 years old with a victim under twelve- the FIRST TIME they recieved Legal sanction, NOT the FIRST time they OFFENDED and we all KNOW IT...you can fall for that bullshit I dont..
